He was the first CEO of the National Health Fund of Jamaica from April 2003 to October 2008 after guiding its conception, development and implementation from 1999. He has also served as Chairman and Director on numerous boards for both the private and public sectors in diverse industries including banking, insurance, pension funds, manufacturing, food distribution, transportation, health and security. He has also served organisations such as the Jamaica Manufacturers Association, Junior Achievement of Jamaica and the Institute of Cultural Affairs.
A Research Associate of the Oxford Policy Institute, a leading public policy research organisation in the UK, he has presented and published on National Health Financing for various organisations including Caricom, EU, IDB, ILO, PAHO, WHO and the annual Caribbean Regional Meeting on National Health Financing Initiatives. He created the strategic planning tool EHPO© which was instrumental in the analysis, policy formulation and management of the National Health Fund in Jamaica. He has also been an Advisor to the Medical Benefits Scheme of Antigua & Barbuda, the National Prescription Drug Plan in the Bahamas, the Universal Health Coverage plan in St. Lucia and Caricom/CDB for the development of a Regional Health Insurance Mechanism.
He currently offers his services as a Resultant (advisor) to- the PANCAP/GIZ project, funded by the German Government to improve access for migrant and mobile populations, on health financing for the Caribbean with pilot programmes in Antigua & Barbuda, Sint Maarten, Suriname, Trinidad & Tobago
