Raphael Barrett was responsible for the conception, development and implementation of the National Health Fund (NHF) in Jamaica

  • created EHPO© which is used to evaluate the strategic options for the NHF and to determine the subsidy levels provided on an economically sustainable basis
  • developed the PricePoint econometric model which was used to set tax levels on cigarettes and maximise tax revenue

  • Caricom/Caribbean Development Bank to develop a Regional Health Insurance Mechanism for Caricom
  • PANCAP/GIZ on health financing mechanisms for Antigua & Barbuda, Guyana, Sint Maarten, Suriname, Trinidad & Tobago
  • the National Insurance Board of the Turks & Caicos Islands
  • WHO/PAHO Universal Health Coverage technical committee
Currently he is developing his proposal for a Visitor Health Fee for the Caribbean to help finance improvements in the health infrastructure of countries for residents and visitors
